RAC lists worst parking fine cities (UK)
Visitors to Brighton this Bank Holiday have been warned that the seaside city is the worst place outside London for handing out the most parking tickets.
According to the RAC, one penalty charge notice was issued every five seconds across the country in 2003.
Birmingham was the second worst city - followed by Manchester and Liverpool.

The RAC is calling for an end to incentives for parking wardens "to make sure parking enforcement is focused on safety and congestion, not revenue".
Spokesman Philip Hale said: "Parking tickets already raise nearly L1bn a year.
"With these figures, it is all too easy for motorists to see themselves as a soft target."
He added: "Not all local authorities will suspend parking regulations over the Bank Holiday.
"Anyone driving around visiting friends or relatives should check ticket machines and signs carefully, to be sure they are parking legally."
Statistics from the RAC say that 7.1m penalty charge notices for illegal parking were handed out in 2003 which equates to more than 19,000 a day.
A total of 161,194 tickets were issued in Brighton and Hove that year, and Birmingham was the second worst area with 147,994.
In Manchester, 123,584 tickets were handed out, and in Liverpool, 114,466 tickets were issued.

Traffic congestion
Brighton council defended its parking policy this year after small businesses said they were struggling to operate because of removal of spaces and increased charges for other berths.The city council said traffic delays, caused partly by illegally and dangerously parked cars, cost south coast businesses L250m each year.
In January, Councillor Gill Mitchell, environment spokesman, said: "We should not underestimate the contribution illegal and dangerous parking makes to traffic congestion.
"Good parking enforcement means our roads can remain unobstructed and traffic flow maintained."
